Because granting access to a project by OBS Node has an "extra" parameter (access can be granted to just the selected OBS Node or to an OBS Node and all nodes above it in the hierarchy), filtering any list by OBS Node using the "Assigned to or Below" filter condition will only display projects where the "Grant access to nodes higher than the selected OBS node" checkbox is checked on the project’s Access tab.
