Before the current project can be checked out, the following conditions must be satisfied:
•The checked-out project must be in the Estimation stage. Closeout projects cannot be checked out.
•The Current solution must be valid (no incomplete solutions).
•The project cannot already be checked out or locked.
•The current user must have access to the project with the permissions in their default user role (i.e., not View or Contribute) and either Manage Projects or Full Access permissions to the Estimation service in their default role. Elevating the user’s default role via the project’s User Access list is NOT sufficient!
