The Primary Responsibility field designates a single user who essentially owns the project. Typically, this will be the project manager or a professional estimator. The designated person responsible will have Full Access rights and can advance estimation projects to the closeout stage. Since Closeout projects cannot be advanced, that feature does not apply to projects in the Closeout Service. Users with primary responsibility must have Manage Projects permissions in their default user role to be available for assignment here.
